"Is it Time For a New Constitutional Convention?" Spring Course with Dr. Jane Scarborough.

Join Dr. Jane Scarborough, retired professor of Constitutional Law, for this free course, Fridays from 10:30 to 12pm in our Library Events Room. The course will run for 6 weeks, April 29 through June 10.

Article V of the United States Constitution provides two ways Amendments can be proposed and two ways proposed Amendments can be ratified. To date Amendments have only been proposed by a 2/3rds vote in both Houses of Congress. The alternative method of proposing Amendments to the Constitution is by the application of 2/3rds of the States' Legislatures calling for a convention to propose Amendments. In recent years, a number of different organizations have tried to mobilize enough states to call for a Constitutional Convention for the purpose of amending our Constitution. Were they to succeed, what would be the rules, who would make them, and how would delegates to the Convention be chosen? There are just a few of the questions that were left unanswered in Article V. We will discuss various answers to those questions, as well as the more important over-arching question of whether there is a need at this time for a second Constitutional Convention?
